ACR Advocacy Update: September 2012

The American College of Radiology’s (ACR) Government Relations and Economics Departments published the September 2012 issue of the ACR Advocacy Update. The ACR Advocacy Update is a monthly e-newsletter featuring contributions from ACR staff who work on federal and state legislative, regulatory, and coding/reimbursement policy issues.

ONC Not Pursuing HIE Governance Rulemaking; Various Other Updates

There has been a flurry of activity in the federal HIT policy domain recently without much time to write.

At the HIT Policy Committee meeting on September 6, Dr. Farzad Mostashari (National Coordinator for HIT) announced the HHS Office of the National Coordinator for HIT (ONC) would not pursue a rulemaking regarding health information exchange governance.  Dr. Mostashari said that public comments on ONC’s May 15, 2012 Request for Information convinced the agency that movement and innovation in the States and private sector would be negatively impacted by a federal rulemaking at this time.

On September 10, I attended the 2012 New York Medical Imaging Informatics Symposium in Manhattan, hosted by ACR IT and Informatics Committee member, Dr. David Hirschorn.

I am currently working on the next version of ACR’s summary of the September 4, 2012 EHR Incentive Program-related final rules as well as an updated FAQ.  I am also exploring ways to provide information via ACR’s Meaningful Use Resource Center specific to the Medicaid version of the program.

ACR’s second annual Imaging Informatics Summit is coming up on October 11.  Registration is still open.  The event will feature several exciting speakers, including representatives from ONC, the Food and Drug Administration, and more.

Latest CMS and ONC “Meaningful Use” Rules Formally Published; ACR Summary Released

On September 4, 2012, the Centers for Medicare and Medicaid Services (CMS) and Office of the National Coordinator for HIT (ONC) published in the Federal Register final rules to update the user and technology requirements of the Medicare/Medicaid EHR Incentive Program.  The pre-publication versions of the final rules have been publicly accessible since August 23.

The American College of Radiology’s Government Relations team recently released a consolidated summary of the final rules.  The document will continue to be updated over time with additional information and other improvements.

Meaningful use will be a key focus of the second annual ACR Imaging Informatics Summit on October 11 in Washington, DC.  The summit will feature speakers from the Office of the National Coordinator for HIT, Food and Drug Administration, and more.  For event information and registration, please visit:
